Preparations are underway for the formation of an inter-legislative platform: Speaker Ghimire

Speaking at the inter-legislative meeting organized by the Lumbini State Parliament Secretariat in Tansen, Speaker Ghimire said that a platform is going to be formed to coordinate between the federal and state governments. He said that preparations are being made to form a platform to discuss the importance of pre-legislative and post-legislative work and why it is important in our country. He said that the problems, experiences and challenges between the union and the state were discussed in the meeting. "It has been gathered to discuss how it has been implemented at the federal level as well as at the seven provincial and local levels," he said.

He said that due to the change in the government, the parliaments of the federal and provincial assemblies could not run regularly. He said that like the federal assembly, the provincial assemblies are also affected due to many reasons.

At such a time, it is necessary to make the union and the state more effective, he said. Speaker Ghimire said that besides the exchange of experience, how many laws have been made in accordance with the constitution and how many of them have been used.

Vice President of the National Assembly Vimala Ghimire said that the relationship between the state and the union as well as the work of the legislature is going to be developed as a mechanism to work effectively. She said that in the past, it was organized as a forum for sharing experiences and focusing only on specific topics. She also told that the inter-legislative gathering is now ready to form an inter-legislative platform. "It seems that the formation of the platform is being prepared for the purpose of sharing experience while maintaining harmony and uniformity in the legislative management of the union and the state," she said. Speaker of the Federal Parliament House of Representatives, Deputy Speaker of the National Assembly, Speaker of the State Assembly, Deputy Speaker, Secretary of the State Assembly and others participated in the meeting, said Speaker of the Lumbini State Assembly Tularam Ghartimar. He said that the issues of implementing federalism by making it easier, establishing the autonomy of the provinces and institutionalizing the federalism achieved with the sacrifices and contributions of the people were raised.

Constitutionalist Kashiraj Dahal said that the forum formed by the meeting should be used to coordinate between the federal, state and local governments as well as to be active in law making. He also presented a concept paper on the rationale and role of the inter-legislative platform in the effectiveness of the legislature. He said that

legislations need to be more proactive in education management and monitoring. Constitutionalist Dahal said that if it is possible to make the inter-legislative platform effective in order to manage the federal and state assemblies as emerging legislatures, to exchange experience of good parliamentary practice, and to make the inter-legislature platform effective, learning good practices of legislative management, monitoring work, and parliamentary dignity will help significantly in the effectiveness of the legislature.
