"Bayalpata Hospital is out of the priority of Far West Government"

220 million is required annually for the operation of the hospital and other funds are being supported by foreign donors. But since 3 years, after the foreign donors have cut more than 40 percent of the support, they are asking for help from various agencies of the Nepal government to continue the service . Since the hospital needs a budget for current expenses rather than capital, the hospital board of directors is demanding a corresponding budget.

Up to 3 financial years, the Sudurpaschim Province government was also providing budget for Bayalpata Hospital. But in the recent past, the doctors, health workers and employees of the hospital operated by the non-governmental organization have not been paid and the state government is not agreeing to give the budget.

Now that the government is changing in the far west, it is necessary to inform the future chief minister, ministers, etc. about the condition of the hospital and the management of the budget. Mandip Pathak said. He said that the services provided by Bayalpata Hospital are being affected due to budget uncertainty. According to him, until 2018, 374 staff including specialist doctors were with the hospital when foreign donors were providing full support.

But now the number of specialist doctors, other health workers and employees in the hospital has decreased to 194. Bayalapata Hospital is providing services by reaching different wards through community workers. Now this service is shrinking due to lack of staff. It is also a problem to continue the services being provided," said the hospital's medical director, Dr. Pathak said, "Management in Bayalpata Hospital is not good in the community. "Seniors have started leaving since the hospital started working.

Earlier, 3 MDGP doctors were serving in Bayalpata hospital and now there is only one," he said. MDGP has reduced from 3 people to only one person. One person is also on vacation. He is also talking as if he will not come,' he said, 'The state government says that it can only give capital expenses to the hospital. He does not realize that the main capital for the hospital is the specialist doctor.

According to him, the dental services provided by the hospital have been affected for 8 months. He said that the service was affected by not being able to buy dental care equipment. It has been 4 months since the list of goods was sent to the health directorate to buy the equipment from the 5 million capital budget allocated by the state government. So far, there is no certainty whether the goods will come or not," Dr. Pathak said, "They say they will purchase the goods themselves. We do not know the reason for not being able to purchase it yet.'

The political parties that made the main election agenda to bring effectiveness in the sustainable management and service of Bayalpata Hospital are now in a moral crisis. Meghraj Khadka, Member of the State Assembly of Constituency No. 1 (A), who represents Far West in the State Assembly, said that after the budget given by the state government was also cut in the current year, he had a moral crisis.

After winning the election, the downfall of the hospital started.

He said that he had spoken about Bayalpata Hospital 3 times in the Parliament before the budget came, and even though he had drawn the attention of the Chief Minister and other ministers more than 100 times, he said that the budget had not been arranged. "In the meantime, various proposals came to arrange the budget for the hospital. There are things like sometimes it is given through formation order, sometimes it is given by making a procedure," he said, "Finally, the finance secretary said that the budget cannot be given to the hospital operated by the organization. It is hoped that the new government will do something.

Bayalpata Hospital will be brought under the provincial government within the next 5 years, and although there was an agreement to increase the subsidy before that, the balance was changed in the end, he said.

He said that although the provincial government thinks that it is necessary to give a budget, various options can be used, but it is also difficult because of the staff. ``Even in the capital budget, if any goods have to be purchased, the employees also start looking for the budget themselves after adjusting the settings . They get commission from that. But the amount given to the hospital is for current expenses . After seeing that the commission is not coming from this, the employees are not cooperating," he said.

Bayalpata Hospital, which was established 16 years ago, has received free services so far. It is the first hospital to provide specialist services for Achham, Bajura and Doti, and more than 100,000 people are receiving services from the hospital in a year.
