Shree Khadka Land Development Pvt Ltd, of which he is the director, had taken Scout's land and leased it to other commercial organizations for commercial purposes. After submitting a petition to Youth and Sports Minister of Taluk Ministry, Viraj Bhakta Shrestha, instead of vacating the land and buildings as per the court order, they have been delaying the return of the government land by forming an inquiry committee. Shree Khadka Land Development Pvt Ltd, which is the operator of Khadka, signed an agreement with Scout in 2065 and leased 3 acres of land for 10 years. Director of Scout Ram Prasad Bhattarai said that although the contract expired in 2075, Khadka did not pay 63 million 18 thousand rupees for rent as per the contract.
