Scout's land, occupied by MP Khadka for 15 years, is under the control of the administration

Shree Khadka Land Development Pvt Ltd, of which he is the director, had taken Scout's land and leased it to other commercial organizations for commercial purposes. Although the lease agreement for 3 ropani land had expired 5 years ago, he had not returned it to Scout. Two years ago, the Patan High Court ruled that it should be returned, but it was sealed and kept in possession.

On Thursday, a team including Assistant Chief District Officer Hari Prasad Sharma, DSP Satyanarayan Thapa of Lainchaur Police Circle and Ward Chairman of Kathmandu Metropolitan City Ward No. 26 Khyam Tiwari sealed the land and took it under control. The administration and police team reached Lanchaur to seal it in the afternoon. Chief District Officer of Kathmandu, Jitendra Basnet, said that the marriage party was going on in the Lanchaur banquet rented by Khadka, and it was sealed only after 9 pm. He said that after bringing the usurped land under the government's control, the police have started providing security in the area since Thursday. It was seen that despite the scout's repeated request to return his land, it is being illegally controlled. The administration sealed the government land and took it under its control," he said. Basnet said that after completing the process, the land will be handed over to Scout.

MP Khadka seized and sealed the party palace and 4 places where restaurants were operated, Assistant Prazia Sharma said. Two original gates, the party palace and the entrance to the restaurant have been sealed. On the other hand, they were collecting rent by giving it to commercial organizations. Khadka had leased Lanchaur Banquet and My Choice Restaurant on the leased 3 ropani land. The banquet and restaurant structure is spread over 5 floors. Paid parking has been kept on the remaining 7 acres of land. He also opened his liaison office with the party flag on the scout's land. The liaison office was removed a year and a half ago after Scout increased his efforts to reclaim the land. Even when the court ordered to vacate the property of the scout, the government did not assist in the removal. Scout had been writing letters to the President, Prime Minister, Speaker, Home Minister, Sports Minister, all MPs, Parliamentary Committees, Kathmandu Metropolitan City, District Administration Office, Police and other agencies of the state to return the land and building. After submitting a petition to Youth and Sports Minister of Taluk Ministry, Viraj Bhakta Shrestha, instead of vacating the land and buildings as per the court order, they have been delaying the return of the government land by forming an inquiry committee. The scout had been complaining that there was no hearing from other government agencies.

On Thursday, Minister Shrestha said that according to the court's decision, land and buildings have been returned. According to the judgment of the High Court, the sealing of the scout's land in Lanchaur has been started. "If the Ministry of Youth and Sports has already formed a five-member investigation committee and proceeded with the work, further action will be taken according to the committee's recommendations," he wrote on social media.

Shree Khadka Land Development Pvt Ltd, which is the operator of Khadka, signed an agreement with Scout in 2065 and leased 3 acres of land for 10 years. Director of Scout Ram Prasad Bhattarai said that although the contract expired in 2075, Khadka did not pay 63 million 18 thousand rupees for rent as per the contract. After that, the dispute regarding the said land of Scout reached the High Court Patan through District Court Kathmandu. Although the Kathmandu District Court gave an order in favor of the company, on 13 June 2079, the Patan High Court overruled the district order and ruled in favor of Scout. As the land lease agreement was not renewed, according to the court's order, the Pvt Ltd was occupying the land. Pvt Ltd had been insisting that the remaining land should be given free of cost for parking, demanding an extension of 5 years for the lease of 3 Ropani land.
