He said that 75 percent of MPs in Parliament do what the party whips and parliamentary party leaders say without studying the bill. "There has not been a serious debate and discussion about the law." There is no interest or concern about this from the parliament to the citizens,' he said, 'it is necessary for the media to debate the law and bring it to the citizens.' They said that bodies such as media houses, newsrooms, journalists' federations are not sensitive to inclusion issues. The speakers opined that the media should always be responsible for being the voice of the marginalized sections.

In the fourth session of the debate on the topic of 'Ethical Media', Press Council Nepal President Balkrishna Basnet, former president of the council and editor of Teacher Magazine Rajendra Dahal and Central President of Community Radio Broadcasters Association Arjun Giri debated. They debated whether journalists and media could/couldn't fully follow the code of conduct.
