Prohibition on appointment of teachers

Education Development and Coordination Unit Office Kanchanpur appointed three teachers who passed as primary level teachers in the advertisement of Teachers Service Commission 079/80 and sent them to Beldadi Rural Municipality. But Beldadi Rural Municipality did not register their application saying that only one person can be appointed.

Khemraj Bhatt of Bhimadat Municipality-9, Monika Chand of Ward 5 and Nanda Chand of Ward 2 were appointed by Education Development and Coordination Unit Office on Chait 26 and sent to Beldadi according to their choice. On the same day, all three people also applied to the rural municipality for the appointment. On the same day, the rural municipality sent a letter to the unit saying that only one person can be appointed.

The meeting of the village executive held on March 26 has decided to post Monica Chand of qualification 14 in Saraswati Mavi Jharnasagar and to send the other two back to the unit. "We still haven't been able to appear after getting the appointment," said Bhatt, "stress of unemployment until we pass, stress of being able to appear now."

In that advertisement, 32 people passed for Kanchanpur. Out of which 29 people have been posted. Three people have not yet been appointed. The teachers who were not allowed to appear are contacting Beldadi Rural Municipality, Education Development and Coordination Unit, District Administration Office and District Coordination Office.

The education development and coordination unit gives the opportunity to select the local level for those who have passed the teacher service according to the merit order. After that, the local level should also allow schools to be selected according to merit. But Chand, who has been appointed now, refused to appear saying that she could not choose a school. "I should have been able to choose a school, but instead of that, the municipality assigned me directly to the school," she said. She is carrying a 3-year-old child to the District Administration Office, District Coordination Office and Education Development and Coordination Unit.

Rajendra Bhatt, branch officer of the Education Development and Coordination Unit Office, said that when the advertisement was opened, a letter was received that teachers could not be appointed to the other posts due to the fact that only one post was vacant.

'At that time, only one post was vacant,' said Bhatt, giving information about the letter sent by the municipality, 'but from time to time, 2 posts have been vacant at the primary level.' He said that the Commission opened advertisements based on this.

Bir Bahadur Air, the chief administrative officer of the rural municipality, said that consent has been given for the transfer of teachers from the hilly district to vacant posts. According to him, the problem has arisen because permanent teachers were sent to uncounted posts when the advertisement was opened. "We have already agreed to the transfer, why were the teachers sent to posts that were not counted?" he said.

The Ministry of Education, Science and Technology has stopped inter-district transfers from Chait 5, according to the unit office. Bhanubhakta Joshi, head of the education branch of Beldadi rural municipality, said that even though the teacher posts are vacant, it is not possible to make them appear because of the decision taken by the executive. "The post is vacant, there is a place where the teachers who have come now can be appointed," he said, "but after the decision has been made by the executive, the appointment cannot be made."
