While unveiling the new year, Deuba said that Khadka is a promising leader of the country. He said that Khadka is a progressive leader and his absence will continue to affect the party. Recalling that Khadka helped him a lot, Deuba said that Khadka's contribution to the party and the people was unforgettable.

Khadka, a resident of Lamhi Satbaria, was established as an influential leader in national politics. He was the Congress General Minister as well as Minister several times. Khadka passed away on 16th Chait 2074. Khadka, who was suffering from kidney, chest and vein problems, died at Apollo Hospital in New Delhi, India during treatment.

Since 2048, he has been a minister in most of the governments. In 2059, the Commission for Investigation of Abuse of Authority filed a case in the Special Court, saying that while working in the Ministry of Home Affairs, Water Resources, Physical Planning and Construction, he had committed corruption amounting to more than 25 million rupees. The special court acquitted him.

The Supreme Court overturned the verdict of the special court and sentenced Khadka to one and a half years of imprisonment. Judges Kalyan Shrestha and Vaidyanath Upadhyaya had given him a fine of 94 lakh 74 thousand rupees and sentenced him to pay the same amount. After being released from prison, he campaigned for a Hindu state.

The stubborn and fearless Khadka was still in an effective role in the party even after his prison life. The last time he participated in the 2064 Constituent Assembly election and was defeated. After that he could not participate in the election.
